Unity Access Skills Training Center is a structured rehabilitation and community skills training environment located in Fulton, Baltimore. The center delivers evidence-informed programs for psychiatric rehabilitation for enrolled PRP participants, and practical life, workforce, and wellness training open to the broader community.
Two Divisions. One Shared Purpose.
The center operates two structurally distinct program divisions. Each serves a defined audience, with dedicated enrollment pathways, staffing, and program delivery.

The Independence Division
Structured, Medicaid-billable skill-building programs for individuals enrolled in the Unity Access Care Services Psychiatric Rehabilitation Program. Every program is tied to an Individual Rehabilitation Plan and delivered by qualified staff in a supported, documented environment.
Enrollment requires an active PRP referral, confirmed mental health diagnosis, and verified Medicaid eligibility.

The individuals Unity Access Skills Training Center serves are navigating some of the most significant barriers to stable, independent living in America today.
Over 650,000 Americans are unhoused on any given night, the majority lacking the daily living, employment, and financial management skills that stable independent living requires.
Nearly 70% of individuals released from incarceration are rearrested within three years, largely because structured reentry support, vocational readiness, and mental health rehabilitation were never coordinated at the critical moment of transition.
More than 1 in 5 adults lives with a serious mental illness! Yet millions never access the community-based rehabilitation services that would allow them to manage daily life independently and with dignity.

Skills training is not supplementary to rehabilitation. It is rehabilitation!
The center exists because real independence is built through structured, sustained, practical skill development — not through clinical intervention alone. Unity Access Skills Training Center delivers that training in a professional, community-rooted environment, as part of a broader continuum of care anchored by Unity Access Care Services.

Structured Programs for Two Distinct Groups.

Clinical & Referral Partners
The Independence Programs Division serves adults enrolled in the Unity Access Care Services Psychiatric Rehabilitation Program — individuals living with serious mental health challenges who need structured, sustained skill-building support to manage daily life, maintain housing, and participate in their communities independently.
Referrals are accepted from hospitals, behavioral health units, shelters, reentry programs, probation offices, and licensed clinical providers.

Community Members
The Public Programs Division is open to any adult in the Fulton and broader Baltimore community seeking practical training in workforce readiness, financial literacy, daily living skills, and personal wellness. Programs are structured, professionally delivered, and designed to produce real, measurable outcomes for participants at any life stage.

05 — Continuum of Care
Part of a Broader Continuum of Care.
Unity Access Skills Training Center operates as a dedicated training and rehabilitation facility within the Unity Access Care Services ecosystem. The center functions as the skills development infrastructure that supports and extends the care coordination work delivered through the parent organization.
Clients referred through Unity Access Care Services' intake and case management system can be seamlessly connected to Independence programs as part of a coordinated support plan. Community members who engage with Public Programs Division training and require broader support — housing, employment coordination, mental health services, or documentation help — can be connected directly to the Unity Access Care Services network.
The two organizations are designed to work together — and the connection between them strengthens outcomes on both sides.
